The name is nothing less than laughable. Among other things this is where the National People's Congress meets to rubber stamp the decisions of the leadership. At the same time another outfit called the Chinese People's Political Consultative Conference meets in the same building. The CPPCC is a collection of so-called democratic political parties which exist by remaining tiny, ineffectual and agreeable to the Commies who can and will crush them like ants if they don't behave. Generally, their meetings produce some non-binding (i.e. meaningless) advice and a report telling the Commies that things are going great. But the name is long and sounds impressive and academic mouthpieces will tell you this is deliberative democracy with Chinese characteristics. Whatever, if you read domestic media (i.e. Commie controlled) accounts and don't look too closely, such meetings - called the Two Sessions - almost look like legitimate government events. If you look too closely, however, it becomes apparent they are roughly 90% smoke and mirrors and about 10% substance. Most real decisions in the harmonious society are made behind closed doors by the ruling thugs and Party hacks in collusion with their business cronies. The people are nowhere to be seen.
